Sal: Lena's done this before. She'll manage.

Sal: No. But a Sunlander sharing a business with a normal? A Sunlander out past curfew? We can't afford it, Ana.

The Green Curfew was implemented to quell the race riots five years ago and never actually repealed. It requires all Sunlanders to be off the streets by 7 pm, and is rigorously enforced everywhere but the Greenwharves. The Sunlanders retaliated via an informal, militia-enforced curfew that keeps normals off of Greenwharves streets after the same hour.
That all Sunlanders live in the Greenwharves is custom rather than law, but the consequences for violators can be ugly, particularly since it is a custom enforced by both races.
